Add-On Certificate Programmes for Students Pursuing LLB

1. Add on certificate programme in Election Laws for Semester II students

Preamble:

India is proudly the largest democracy in the world. Elections are like national festivals here. Strangely though election laws are not part of the laws studied for LL.B. programme. Some universities have election laws as additional optional. However there is no uniformity. University of Mumbai does not include elections laws in the LL.B. curriculum. There is good scope of practice in this area. Also as citizens of a proud democracy our interest in knowing the election laws is but quite natural. Filling this gap is the intention in this small step of offering an add on certificate course in ‘Election Laws’.

Objectives:
  • To provide learning opportunities for law students and advocates to traverse beyond their syllabus of study or area of practice.
  • To equip lawyers & citizens for the cause of democracy
  • To provide quality domain knowledge in the subject
  • To satisfy citizens and groups who work in this area.

In addition to the above basic course content, affiliated colleges offering LL.B. and / or B.L.S., LL.B.
Degree programmes may augment the value of U.G, learners of University of Mumbai by offering add-on courses at first four semesters of the degree course. An indicative list is given below:
  1. Add on component may be institution specific, non credit, letter grade course.
  2. So also Non Grade, Selective Credit course (say on ‘written assignment on Functions of a NGO / content analysis of an author’s work/a project on contribution of a law in social engineering/ a case study on a counselling centre/ internet usage for law learning etc) may be an add on component.
  3. Field work may have 3 to 4 credits
For all the Institution Specific add-on components, the respective institutions may issue its own certificate.

Module I Introduction – Constitution – Election Commission – State election
Commission direct & indirect election – IPC – Panchayats & Municipalities – Political Rights
Qualifications & Disqualifications for MPs & MLAs
Voter Registration, qualifications, disqualification to vote
Allocation of Seats in LS, RS & State Legislative Assemblies & State
Legislative Councils
Module II Political Parties
Election Symbols – Symbols Order
Model Code of Conduct
Election disputes
Election offences & Corrupt practices.
Conduct of Elections
Use of AVMs
Duration: 3 Months (2 hours a week)
Conduct: 25 hours lectures & discussion
2 ½ hours project
2 ½ hours exam
30 hours
Evaluation: Project - 20 Marks
2 ½ hours exam - 80 Marks
Total - 100 Marks
Grading: as per university 60:40 manual.

2. Add on Certificate Programme in Real Estate Laws for Semester III Students

Preamble:

Real Estate (Regulation & Development) Act, 2016 has brought a new regulator – RERA. This Act protects the homebuyers & promotes investments in the real estate business. RERA has been appointed as an adjudicator of disputes ensuring speedy resolution. Knowledge of this statute and related laws will add value to practitioners of law and persons in the real estate business. VPM’s TMC Law College, Thane has therefore taken this step of providing education in this subject.

  2. To provide quality domain knowledge in the subject through practitioners of law.
  3. To guide & equip people in real estate business with necessary legal perspectives.

Module IV Maharashtra Ownership of Flats Act, 1963 & Consumer Protection Act, 2019
Duration 3 Months ( Saturdays 7 – 9)
